Of course, it's a difficult decision to officially rock the boat, and be
branded a "troublemaker", especially right at the start of a child's
school career.
But I will certainly be raising the matter informally when I next meet
someone from TICO, and in the meantime might ask the school politely for
a copy of their risk assessment of the library system that justifies the
measures, and how they can charge per book when it seems to be both
against the law (need to check that's not been amended or watered down
by any subsequent legislation) and not mentioned in their charging
policy (that's a sure fire winner).
