Sorry, but that's the tail wagging the dog. If it was a requirement of
the library to tattoo the NHS number and religion of each pupil on their
forehead, prejudicing education would not trump the need for the measure
to be reasonable. [We'll leave aside the issue of whether or not
charging for library books prejudices education too.]
