I think you'll find they are in prison for failing to pay the fines
incurred after being convicted of non-payment of the TV licence. Unless
you have prison as such a back-stop, why would *any* fine be worth the
paper its printed on?
Just about the only way to get out of this spiral is to add a free TV
licence to the free school meals and free prescriptions given to those
on Income Support.
