Or a woman. Apparently more women than men are in prison for non-payment of
televison licence fees.
Chopping their hands off is even cheaper. Burglars and thieves, I mean, not
the licence-dodgers. :-)

Some won't get the choice, the plan is to make it a condition of release
after they have served their term.
