The real reason the information will not be given to the families is because
that was a condition imposed by the US authorities on the visit being allowed
in the first place. In order to comply with that condition, our government
(or its rep) would not have asked for consent. But as we are often told,
consent is not the only basis for disclosure - what about vital interests, public
interest or even administration of justice? (Oooh, that's a bit political Mr
B.)
To suggest that DPA is to blame is cynical in the extreme. Perhaps its a
sort of "safe harbor in reverse".
