It could just as easily be that the prisoner had requested that these details were not passed onto his family - to spare them any heartache. Perhaps the "abuse" was sexual in nature, and he doesn't want his family to know. At the end of the day, I think that only the FCO know the whole story and they had to make a judgement call...

It seems a little remiss that when the Foreign Office visited him they
didn't ask "and can we tell any of this to your family?" And do they
really have no-one on site now who could ask?
