Actually I am not being sarcastic at all. A smartcard of the future will be
perfectly able to transmit data wirelessly. As I said, "Later".
As for trains, indoors etc, these are simply technical issues to be
overcome. A "leaky feeder" to wire all tunnels for radio is available today
for radio reception. Similar technology either exists today or will exist
in the future for transmission/signal pickup.
So, no. I am painting a reality not unlike the desired reality by segments
of the US population in tracking people of certain religions in case they
happen to be unpleasant people.
The more extreme right or left the politics of a government the more likely
they are to track and control. And, of course, they will start with
offenders and the public will say "Good show!"

I know you are being sarcastic (the National ID card won't have a satellite
receiver or GSM phone embedded) but let's not stoke the fires too much. It's
only by a whisker that the BBC haven't repeated the normal FUD that these
offenders are being tracked by the satellite.
In fact, broadcasts from the satellite allow the tag to know where[1] it is,
which is then sent terrestrially to the police (perhaps after
range-checking, the details aren't clear) probably by SMS.
[1] But not indoors, or on a train etc - I don't know how the Home Office
are expecting to cope with these eventualities.
