I know you are being sarcastic (the National ID card won't have a
satellite receiver or GSM phone embedded) but let's not stoke the fires
too much. It's only by a whisker that the BBC haven't repeated the
normal FUD that these offenders are being tracked by the satellite.
In fact, broadcasts from the satellite allow the tag to know where[1] it
is, which is then sent terrestrially to the police (perhaps after
range-checking, the details aren't clear) probably by SMS.
[1] But not indoors, or on a train etc - I don't know how the Home
Office are expecting to cope with these eventualities.
