I have managed to keep quiet. :-)
Now that Kent has explained what has happened I can only say I agree with them.
If they are not passing contact details and or agreements to the new provider on the
basis of Data Protection they are being a bit silly. There again, who says DP is
involved? However, I don't see why they have to pass any such details. They were
paid to do a job and unless the contract specified that all IPR would belong to JISC
then IPR belongs to them.
JISC should have funded the new service with a sufficient overlap to give time to the
new providers to get their agreements in place and get all the necessary mirroring
going. In practice they could have even mirrored from *.ac.uk to start off To me it
sounds like they have underestimated the work involved.
I hope you are not feeling sorry for DP getting blamed for everything. Such cr@p
legislation deserves all it gets. And if you believe that DP is there to protect the
small fish (the individual) then you are not living here. DP is there to enable
corporations, even to provide them with a "legaleese" framework, to expand their
operations and maximize profitability. See if it manages to stop any outsourcing to
countries outside the EU ...
With regards to mailbase at Newcastle (since I spend many good years there)
mailbase was developed by Newcastle and it owned all IPR. Yes there may have
been DP issues etc as newcastle was the data controller.
As far as JISC goes it is not a particularly good idea (subject to restricitons forced
from furher up) to tender every three years for IT based services.
