In many ways a "blanket consent" is the same as no consent at all. Except,
of course, it does give consent. As a parent I would edit that form in
order not to give consent.
I suggest a set of example criteria for passing the data should be quoted
with a note as well that states "This information may also be passed to
(bodies) in exceptional circumstances. You will be informed of this ideally
prior to the passing of such data, and in any case afterwards, and will be
able to withdraw consent....."
I'm thinking out loud here, and my "solution" is imperfect. But it is a
place to start.

Hi All
The above forms are sent out to parents via pupils and they now wish to say
on the form that the information we hold may be shared with outside bodies
such as Doctors, Dentists, Police, Careers, Social Work/Services and other
Departments within the Council.
Do we have to explain why we wish to share with all these other people...I
really am not too happy about this as it will then mean that any of the
above can come in whenever (fishing expeditions). I think we have to be
specific to say that it may be shared with e.g. Police if there is an
emergency/child is at risk etc. Your thoughts as ever would be appreciated.
