All I would say is make sure that you realise this is a fishing
expedition if you propose to routinely compare the entirety of the two
databases. I have always thought most exemptions only apply when a
specific offence is alleged, and there is no other practical way to
investigate (although this latter has some flexibility, as there is
almost always another way to find things like this out - visiting the
house, for example!)
Also be aware that the electoral roll is not definitive: there might be
foreign nationals and others disqualified from voting living at the
house; or a couple might have recently split up and it's the 'surviving'
one that now claims the rebate.
