As a former police DPO, I can tell you that Crime recording and
Criminal records on the PNC are two different systems entirely and the
Force normally has both.
At present forces have their own local crime recording systems, where
they can indeed record a crime by reference to the victim or location,
with no suspect where applicable.
The PNC is based on information on an individual or vehicle, thuogh it
may contain local force reference numbers to original crime reports on
the local system. In my experience, innnacurate records are certainly
able to be changed on the PNC, but this cannot be gaurenteed for crime
reporting systems, which vary from force to force.
I would certainly be interested to find out which force it was that has
no other way of recording the offence, when there is normally the two
systems running together! The only way I can see this being the case is
if the offence occurred within another Force's area of operation.
Please also note that the definitive record of convictions is held by
the courts as a public record indefinately. The courts simply provide
the police with the information for copying inot and usage via the PNC.

I was prompted by Roland's comment: "The simplest thing would be for
you to
destroy the data that referred to the police enquiry, when you thought
it was
no longer relevant."
I read in the ICO's annual report about the police not having the
ability to
remove an inaccurate record from the PNC
(even though the person had proved their innocence) because there was
no way
of leaving the crime on record. In this case they added a comment to
the
effect that the man named could not have been the offender.
Can this ever be right? How are crimes recorded when there is no
suspect?
