It should only be done with a warrant, but there's no suggestion that
the target needs to be informed, ever. If they want to, they can
complain (although, as it happens, no complaint has ever been upheld).

Yes, but you probably aren't a drug barron that the police haven't yet
got quite enough evidence to arrest.
