That's the point at which you make the judgement call - whatever is
appropriate to the specific case. But you tell them something rather
than nothing.

How specific do you think you need to be about data he's not entitled to
see. Would it be:
1) We have some additional data that we aren't allowed to let you see.
2) We have some additional data which describes enquiries made under
s29(3) about a matter we aren't allowed to name, by a law
enforcement agency we aren't allowed to name.
3) We have some additional data which describes enquiries made under
s29(3), concerning your Council Tax registration, by a law
enforcement agency we aren't allowed to name.
4) We have some additional data which describes enquiries made under
s29(3), concerning your Council Tax registration, made by the
Inland
Revenue, but we aren't allowed to tell you exactly what question
they asked and what answer we gave.
...and so on.
