All the replies to the original message have been interesting but the fact
is that nothing has changed in recent months.
Some lawyers will argue that the prohibition in the LGFA 1992 means that CT
data cannot be used for anything else and other lawyers will argue that the
well being powers in the LGA 2000 mean that CT data can be used.
The government (both ODPM and DCA) have had plenty of time to do something
to clarify the situation but haven't. Even where guidance documents are
published (e.g. the DCA guidance from last November and the guidance
published by the CRM Academy earlier this year) it is in advisory rather
than definite terms.
So, it looks like this will run and run until/if there is a court case to
decide it.
