If the officer wanting to access the data is in fact a person with some responsibility for administering Council Tax, no problem.
We're in the age of multi tasking - an officer can advise on more than one issue. So, if a system is set up to provide advisers with access to systems they need to do their jobs, what is the problem?
This does not imply that Council Tax data can (or will) be used for non - Council Tax purposes. The CRM system must guard against inappropriate use of this data.
So, the problem is ......?
