It's been a long time since I worked on the body which wrote the national
specification for council tax IT systems so this debate has been
interesting - if I hadn't been so busy yesterday I would have contributed
earlier.
I think the answer is in Jo's last message "any information which is
relevant to the exercise of any function relating to housing benefit or
council tax benefit by the authority or other person."
Council tax benefit is calculated by comparing the claimant's circumstances
to the amount payable. If single person discount is claimed then the amount
payable is less than it would be otherwise. Therefore, the single person
discount is relevant to the calculation of council tax benefit.
