In many ways you are correct of course.
If a business only provides a department with sufficient funds to purchase a
handkerchief, asks them to go and get a dress, and then castigates the
department for purchasing a dress with a tear in it, which they are unable
to repair (no thread), then who has done their best and who is able to
provide some means of remedy?
You would not expect any remedy if the business were actually happy with the
situation.
