I think we are getting away from the point of the original posting.
In my previous records roles and based on anecdotal evidence from records
colleagues there is an issue regarding the recruitment of experienced and
qualified records managers.
One instance it took a former colleague 6 months to recruit a suitably
experienced person eventually the salary offered had to be raised. There is
a growing recognition of the value of good records managers.
However in the case of Peterborough, I live equidistant between Peterborough
and London and there is no competition in terms of salary levels. London
wins every time. There are many reasons for this including the cost of
housing in Peterborough itself (try buying a house on the salary offered by
Peterborough)
But mainly, and this is my own opinion, is that historically councils have
placed records managers in the archive/heritage sections of their structure.
This traditionally has been seen as a 'necessary evil' rather than a
valuable part of the objectives of the authority and this is reflected in
the relatively low salary levels.
In my records roles in non local authority environments the records function
tends to be aligned within legal/corporate/information systems functions
with correspondingly higher salary levels. However, I think the trend will
be increased recognition of the value of records managers partly due to
legislative drivers and the need for effective information management within
an organisation which can only be achieved using records managers. In the
meantime I wish Jackie every success in finding a suitable person for the
post.
