I know it's the generally accepted answer, but why should a person
*only* get what the PNC says, when they do a general SAR on their local
police force. What's the technical reason that the other information is
with-held?

Which would perhaps be a good way to "prevent crime", if people are
looking out for catchphrases.

A situation almost entirely ignored by the media, indeed some accuse
them of trying to bury those facts.
