If planning legislation requires that such letters are contained within
files which must be made available for public inspection (and I rather think
that is the case) then the personal data are exempt from the non-disclosure
provisions of the Act by virtue of s35(1). In other words, you can see the
names and addresses.

On a related topic which I have been meaning to post for some time, of
personal interest to self rather than employment-related, will DP
legislation mean that those interested in viewing planning application files
will no longer be able to view names and addresses on letters of objections
held on those files? Ie. personal data needing to be blacked out prior to
viewing?
