The Telecoms Regs only exist because they are enabled by RIPA.

And several of the "powers" within RIPA for private interception are
there on the face of RIPA, and not in the Telecoms Regs. (For example
the interception of phones within a private household and the ability of
networks to intercept in order to operate the network.)
