Why should B assume that it can contact these "prospects" again? If I ask a
company for a quote that is different from asking the company to
continually contact (harass?) me if I take it no further. In effect I have
told the company I don't wish to create a lasting relationship with it.
As Ian W more or less says, people must not be viewed as commodities who
are bought and sold.
