Surely this is straightforward isn't it?
If the school is taking photos/video for use in publications (electronic or
otherwise) then it must do so within the bounds of its entry in the
register as a data controller.
A parent etc taking photos/video of the schools concert is acting as a
private individual and S36 rules (the fact that the images will be used to
embarrass the child in later years to the great amusement of his/her
contemporaries is immaterial).
