Releasing copies of the questions that are routinely recycled from a
'question bank', inevitably threatens the integrity of the tests. This
appears to me to be a rather weak argument to justify not producing new
material annually. Particularly, when in relation to essay style
questions.
After all, even if all copies of the original question papers are routinely
collected from the exam hall, the fact that they have been seen by the
current cohort threatens their integrity if they are re-used. For
instance, a student who has already sat the exam and failed initially, may
repeat the paper and, therefore, have an unfair advantage over the other
candidates at that sitting.
