When interviewed yesterday, Blunkett made it clear that the card is likely to
be introduced as a voluntary one when (I think he meant "if") the legislation
is passed by parliament. It would be unlikely to become compulsory until
about 2013. As we have almost a decade to prepare for this, and assuming the
credit granters will drive the need, and guessing that those who can afford the
£40 (ish) will buy one to prove they have nothing to hide, presumably the only
people who don't have them must be criminals.
