How does this come to be the problem of a housing officer? Surely this
man's possessions, including the disposal of UK government papers, are the
responsibility of his executor? If no will then the normal intestacy
provisions.
It is my understanding that the immigration papers should be returned to the
Home Office who will cancel them and return (if wanted). Just like
passports.
