This appears to assume, by default, that children in the library during
school hours are playing truant rather than doing some sort of research
connected with their course work. Even though it's a long time ago I can
recall going out of schol to do field work unsupervised by teaching staff
and I'm sure that sort of thing still happens. Also, how are the staff
supposed to identify those children they think should be at school?
If the truancy officer/police are looking for specific, named, individuals
then they may be able to show justification for wanting the information -
but if it is just a trawl then they need to be shown the error of their
ways.
