There are some not so subtle differences between TPS and FPS which *must* be
obeyed and MPS which is really rather luke warm and has no teeth at all.
Even were MPS to be legally enforceable, there is nothing to prevent anyone
from leafleting you (Kleeneze, Betterware, local politicos, Cats' home etc).
Let me give you a different slant on "Junk Mail".
The direct marketing industry churns out thousands of pallet loads of mail
daily. That mail costs money and has some success in generating sales. If
it were not cost effective people would not do it. Potentially generating
new sales keeps companies in business and/or leads to prices being kept as
low as competitive on products and services. But that is just "classic
marketing speak".
The real point is that I, Tim Trent, the Individual, absolutely adore junk
mail, though I never read it unless it's very clever. I adore it because
the Royal Mail gets paid for delivery. My postman is kept in a job because
there is sufficient volume of stuff for him to deliver. The cost of postage
stays low because sufficient volume passes through the system. Junk mail
has a direct and very personal benefit for us all by keeping the cost of
postage down and ensuring doorstep delivery. Without it we would call
Postman Pat plain "Pat". And what would happen to his black and white cat
then?

There is a service - called the Mail Preference Service.
There's also one for unsolicited faxes - called, spookily enough, the Fax
Preference Service.

And now all we need to add is an ability to stop the junk mail of
unaddressed leaflets delivered by the Post Office.
