Have had a similar request in Middlesbrough.
I advised to confirm address but not bank details.
Couldn't find reference to a Local Authority having to confirm this
element of personal data.
Also, if it is a joint account, it may be invading the privacy of the
other account holder and / or disclosing to that person that the CSA is
seeking information about a partner.

[data-protection] CSA request for bank details
We have had a Child Support Agency request for the address and bank
details of a person, they quote chapter and verse of the CS regulations
and Social Security Act but have not taken out a liability order for any
monies due.
I will disclose the address for communications but am hesitant to
disclose the bank details without the order in case it is the wrong
person (the liability order would be legal judgement of liability).
Any comments?
