I was actually using personal knowledge of the system implemented at Redcar
& Cleveland when parking was decriminalised. Wardens have legitimate
reasons for taking photos of vehicles to prove that tickets were properly
issued.
Of course, the "warden" observed could have been somebody pretending to be
a warden - but that would not be the responsibility of the local authority
concerned, would it :-)
