The Information Commissioner has produced guidance on requests from the
Inland Revenue as they have powers to request and receive information. It
may help.

Seems okay, schedule 5 section 8 says they may require information from an
authority that they hold in relation to a person's housing benefit or
council
tax benefit. Presumably a single person discount is classed as a benefit.
