That applies to a legitimate ISP.

Calm down. There there there. You are in too many lists and people upset
you.
I've never seen anyone arguing (on this list) that charging a fee will reduce
spam. Even if it did, in a free market economy nothing stops a company setting
up as freespam (like the ex-PCWorld/Curry's/Dixons freeserve) and send spam
at a loss. When customers are well caught we can then charge them for it :-)
Is the proposal perhaps that the government will tax spam? How is it going
to tax it from countries outside the EU?
Time I got on my hobby horse now ;-)

I have not paid much attention to the reports that have surfaced about
charging for spam. but basically it comes from a that very wealthy geek law
breaker. The honoured entrepreneur (just as well the French don't have a word
for entrepreneur) who recently got an honorary knighthood for:
a. chairing a law breaking company
b. ripping money of the needy in this and every country
keeping a very large part for himself and giving the loose change to some poor
Africans (charitable ... my XXXX)
c. giving us the software that has propagated more viruses and left more
holes exposed for spammers to exploit than anything else and so on.
I would not waste my time in this or convincing the idiots who send you the mail
in the first place that paying won't work. I would rather make a donation to the
people who do spam assassin or Mozilla or similar and encourage those who
can give me the tools to combat the problem as it simply won't go away.
Mutter rant mutter rant mutter rant ....
and not even Friday yet.
