Not necessarily true, I'm afraid. :-(
The Information Commissioner has made it clear that if a Member asks a local
authority officer to type a letter for them (e.g. to a constituent regarding
a local issue), and that officer uses a word processor to generate the
letter, then the Member is acting as a Data Controller within the meaning of
the Act.
