I think they mean "no-one has lost money prior to our introduction of
the pre-emptive measures". I guess several people will lose money as a
result of having their online banking frozen at the point they needed to
send some money urgently.

Some decent security measure when logging in. Perhaps this will spell
the end of the fatuous "mother's maiden name" as a password.
