Are they saying that if a property is in multiple occupation but they are
all office workers, not students, then they aren't going to check the
standard of them ?
Whilst I would not consider an address personal data (unless it idenitfies
the person ie 10, Downing Street for example) I would suggest that you are
identifying the type of occupier which could be open to question. What if
they'd asked for flats occupied by vulnerable old age penisoners - then
prime targets for burglars, conmen etc.
