Sorry Brenda, but of course it's irrelevant. You just need to state that
your organisation has a no-smoking policy and that staff are not allowed time off
to go outside to smoke. The question of whether they smoke doesn't matter a
jot, as they will be doing it in their own time.
As for the chatting, I would ban that too. And wasting time on Internet chat
rooms, bulletin boards, etc . . . . :-)
