Ummm...interesting but in this case I have made a written submission so
won't attend in person. The council's lawyer has told me that as long as I
specify that my details are only to be passed to the members of the
committee (not the entertainment licence applicant) then they don't need to
go into the public record. The policy is just to stop malicious and
irrelevant objections. So all's best...

I know from work with CCTV that there is "no expectation of privacy in a
public place". So, a relevant question would be "is a public meeting a
public place". I think the answer has to be "yes", which would lead to
the conclusion that if you attend a public meeting you have no
expectation of privacy.
Or is there a flaw in that line of thinking ?

I remember one council who set up live webcasts in their registry office
to capture and transmit worldwide all civil weddings they performed.
Following an objection from a young woman who was marrying against her
parents' wishes, they decided that the policy would be changed. Now, if
anyone objects (bride, groom or guest) the camera is turned off.
Article 8 of ECHR immediately springs to mind but whether that would
apply to a public meeting I'm not sure. As Principle 8 may apply (if
the processing falls under DPA) then I would be struggling to find an
exemption that allows it without explicit consent from each person
caught on the webcam(s).
