I think I've got to the bottom of what's happening.
Children are fingerprinted to make sure they can have only 4 books out
at a time, and there's no charge except for what's probably a 5p late
fee (which means there are still some issues regarding advancing credit
for the 5p's and no mention of this, or the fingerprinting, in the
school's prospectus).
Thanks to everyone for their emails of encouragement and horror over the
last couple of weeks.
ps: GP's are at it as well, it seems:
"Patients are accessing their medical records by scanning their
thumbprints at their GP surgery."
