This area is, to me, the most complex of all. "How long may one retain
data?"
This varies from organisation to organisation. One cannot say "yes, up to 2
years old is ok" unless it has been custom and practice to do this for many
years and unless the data sample is one proven not to decay badly in that
period.
For example, were you to contact Marketing Directors, their average tenure
is 18 month. So a 2 year old list is already way past its "use by date".
Chief Information Officers last 24 months.
Now, since your enquires tend to be the populace at large, if the average
marriage lasts 7 years, how many ladies will be retaining their married name
after 2 years? And how many will now be wed?
How many people will have moved home, thus rendering your data sample
useless?
If the course was job related, how many people have been made redundant and
have no interest in taking it forward?

Subject: [data-protection] Use of data
I'm back holding the DP fort, whilst we wait for a recruit!
We want to follow up those who have enquired of us but have not yet
registered. Do you agree it would it be reasonable to do this with those who
enquired up to 2 years ago?
