That is not an alternative at all. It seems to be a factual statement.
If the authorities only ever investigated guilty parties they would be
exceptionally good at what they do.
I would suspect that the majority of the people investigated as part of any
investigation will not be charged with the offence being investigated.
Do the police for instance not investigate witnesses, just as the CPS and
the courts do prior to them appearing in court.
Does that make any exemptions claimed facilitating those
investigations/vetting valid as a subject access exemption. Personally I
think not.
