He probably was joking. But where some doubt may exists about the character
of a person a police officer is associating with, in order to meet the
requirements of the police regulations, and in what should be controlled
circumstances where the officer will no learn of the detail. A check can be
carried out. Different forces will have different processes. (But define
doubt and exist.) Subject access to the audit trails/transaction log would
identify if a check was conducted, but such action could well put any
relationship under strain. Probably better to ask and clarify if a joke,
identifying any concern it may have caused. But could that cause doubt to
exist? Vetting really is unhelpful in relationship management is it not?
When police employees are recruited. All of their family is checked out.
When a police employee moves into any sensitive area the level of vetting
increases, and may be conducted on a more regular basis. Should a police
force undertake integrity checking, then I understand other methods are also
employed.
Personally, if subject to the above, I would start walking the dog to the
top of the highest hill nearby and take to waving my arms around. To test
the effectiveness of the equipment and systems you understand. ;-) Well if
you are being tested you should at least be allowed to test the
effectiveness of the test should you not? Otherwise how could you have any
faith in it? Covert tests will generally be more privacy intrusive than
others but if people cannot question the need/validity/reasons, or be aware
they may be conducted, are they legitimate at all?
