I agree with Graham. It becomes more of a problem when the envelope
indicates that more than just a letter is enclosed.
Typical indications are: "Do not redirect" and opening instructions on
automated cheques.
An element of choice would ensure the employees wishes are met. Of course
there are some employers who, because of the level of automation they have
introduced, cannot offer this choice.
