The main reason it is nearly good enough for CRM is that the CT data was
obtained under statutory obligation. Anyone not supplying the data - for CT
purposes - can be fined. Apart from the ultra vires issue, would it actually be
"fair" to use data that had been obtained under these circumstances?
CRM is not a statutory function or requirement, nor (surprisingly) is
e-government.
