The CRB claim that one of the most common problems that they face are
illegible forms. These forms, according to the CRB, delay the disclosure
process etc.
I suspect that their argument will be that if the forms are not completed
clearly they can not be held responsible when the mistakes are made. If
you read the transcript of questions to the CRB from the Bichard Enquiry
you will soon gain the impression that the CRB do not appear to be
responsible for anything.
