And what if the argument goes that the CCTV records only a "crowd scene" with no particular child as it's focal point (post-Durant)? I think there is ECJ case law to suggest that ECHR may not apply in that case - though I also believe there are specific provisions for changing areas, which might override here.
Will the parents be informed? I would certainly withdraw my child from PE under these conditions, unless a screened, non-CCTV changing area could be provided.
