That depends on the security applied to the site and e-mail addresses it
holds. When looking for research software a year or so ago I noticed many
products which harvested urls and (for some of the less ethical ones) e-mail
addresses from sites. I downloaded and tried one (on the makers site) and
it worked as advertised - even surprisingly negating the notice promising
confidentiality of communications with the makers by downloading full
e-mails from that site. Whilst easy to use from a desktop and otherwise
meeting my needs, due to DP and ethical considerations I disposed of that
software as unsuitable for my purposes. But they must have a customer base.
(Were my actions knowingly or recklessly in breach of anything was a
question which arose, but many jurisdictions were involved so I was at a
loss as to which could deal or where to give myself in!)

introduction to the general area of the large (and probably ethical) search
bots.
I suppose the openness of the ICO's site to that type of search software
will depend on the content of the training courses received by the
programmers.
I.T. training course coverage in web security must be pretty patchy from
what I have noticed on some site visited. But perhaps that is unfair, as
the technology changes quickly enough for people to need updating regularly.
