I do not have anything I can give you ready made but would suggest you
break down the FOI Model Action Plan to get the terms of reference for your
project board.
That said, the key thing is first working out that you have the correct
organisational structures for tackling these issues. The MAP quite rightly
starts with Leadership and Policy. Neither FOI or data protection can be
successfully tackled in isolation. Along with Records Management, IT and
Information Security they need to be seen as elements in a strategic
approach to Knowledge/Information Management. The MAP recommends that an
Information Champion is appointed at Board level, but there are other ways
in which this requirement can be achieved
These links have practical implications because your team will need to
consider 1) what it needs to do to meet FOI requirements for January 2005
and 2) how this will need to change over time to reflect changes in
technology and how information is processed. (electronic document
management systems etc). At the same time your group will need to feed up
FOI requirements to ensure these are reflected in specifications for new
systems. There needs to be a two way link between strategy and
implementation.
