It looks hugely challenging at first, but is actually very much the same as
an online dating site.
Members join a closed(!) community to expose as much or as little of
themselves as they decide. The Ts&Cs are the vital thing here, and the
policies then protect the members from each other, or allow them to
"understand" what the implications are of giving (eg) real contact details.
TICO has a "Dating Agency" registration template, and that might make good
reading.
I'm going through this self same process myself for something I'm setting up
for myself, and it's actually procedurally pretty simple.

- steps taken to ensure e-marketing compliance
