That attitude doesn't work, because there's an inequality of arms.
People like that (which often include local councils) will happily send
you a 7 day letter by 2nd class post, and take action when ignored.
When their error is pointed out, a refund can take months rather than
weeks (I recently waited 5 weeks for something for which their "target"
was 2 weeks; but even then, they expect their 'customers' to work to a
7-day "target" - or 3 days if you include the 2nd class post scenario).
This is even more bizarre when you consider that these organisations are
highly automated, and exist purely (and at our expense) to process
transactions - something you can't say of the average citizen.
Of course, they say they are "too busy". But you and I can't get away
with being "too busy" to pay, even if we are.
